Legally and technically, shippers can choose to ship goods independently without using a freight forwarder. That is, companies or individuals can be responsible for all aspects of the goods, such as transportation arrangements, document processing, customs clearance, etc.

The carrier owns or leases transportation tools and is responsible for specific transportation operations. Freight forwarders do not own transportation tools, but provide comprehensive transportation solutions by cooperating with multiple carriers.
